application of the Regulations to shares of all com-

panies wherever registered and I have made the contract

illegal instead of vold as in the Hongkong Ordinance.

I have shown this draft to the Acting Crown Advocate,

Mr.Platt, who is in favour of the Regulations both as

regards substance and form. The Bar Committee on the

other hand while passing the form without comment pre-

fers to express no opinion in regard to the desirability

of such legislation.

I am sending this despatch under flying seal

through the Consul General at Shanghai and His Majesty's

Minister.
